Jan is an experienced negotiator who concentrates his practice in municipal and governmental law.

Experience

Representative Experience

  • Served as counsel for two Upstate NY counties and other municipal and corporate defendants as a negotiator for the St. Regis Mohawk claim.
  • Served as a negotiator in five-year settlement talks prior to denial of certiorari by the US Supreme Court in Oneida Nation of New York v. State of New York.
  • Served as a negotiator regarding the reapportionment of the Oswego County Legislature.
  • Served as a negotiator for a PILOT program on behalf of several municipalities involving federal housing in several counties.
  • Served as counsel for the establishment of a town water authority.
  • Served as counsel for the NYS Select Committee Counsel on moral-obligation financing and helped negotiate, with the Division of Budget, the fiscal crisis in state-supported bonding.
