Jeff serves as a co-chair of the Land Use & Zoning Practice Area. With over 30 years of legal experience, he counsels clients on a wide variety of environmental and real estate matters involving real estate development, land-use planning, use and area variances, zonings, site-plan and subdivision approvals, residential and commercial sales, and state regulatory procedures.

Jeff handles development projects from their inception at land acquisition through final approvals, including litigation, and has been involved in numerous environmental reviews through the NYS Environmental Quality Review (SEQR) process. He has additional experience with state and federal regulations for wetlands.

Representative Experience

  • Obtained municipal entitlements for a national company on a 50 million student-housing facility in Amherst, New York, including zoning, variances, and site-plan approval.
  • Obtained municipal entitlements for numerous residential-housing developers and builders in obtaining approvals for single- and multi-family developments.
  • Obtained successful reversals from the NYS Supreme Court in Article 78 proceedings against various municipalities.
  • Obtained approvals for a yogurt production plant with industrial development agency assistance.
  • Successfully represented a national car-sales company in obtaining rezoning, variance, and site plan approvals despite intense opposition.
  • Represented a national developer in obtaining approvals for a traditional neighborhood designed mixed-use development.
  • Prepared an environmental impact statement on a major residential subdivision and obtained all municipal approvals.
