Upstate Revitalization Initiative Region Winners are Announced - Now What?

On December 10, 2015, Governor Andrew Cuomo announced that over $2 billion in economic and community development funding from the State had been awarded through the Regional Economic Development Council Initiative and the Upstate Revitalization Initiative. The Upstate Revitalization Initiative was established this year with $1.5 billion reserved to award $500 million dollars to each of three regions. The funding was established to help transform local economies over the next five years, to support project and strategies that create jobs, strengthen and diversify economies, and generate economic opportunities within those regions.

The Upstate Revitalization Initiative award winners include:

  • Central New York: Cayuga, Cortland, Madison, Onondaga, Oswego
  • Finger Lakes: Genesee, Livingston, Monroe, Ontario, Orleans, Seneca, Wayne, Wyoming, Yates
  • Southern Tier: Broome, Chemung, Chenango, Delaware, Schuyler, Steuben, Tioga, Tompkins

The winning regions may award funding for new projects consistent with their plans at and will continue to accept Upstate Revitalization Initiative project proposals on a rolling basis. Proposals may be submitted through the consolidated funding application (CFA) located at https://apps.cio.ny.gov/apps/cfa/. Projects that exhibit significant impact and create permanent good paying private sector jobs will be given priority. Funding will be given as grants, but existing tax credits and loan programs may supplement in certain circumstances.
