Representative Experience
  • Serve as lead counsel to the Onondaga County Industrial Development Agency (OCIDA) on the expansion of the White Pine Commerce Park in Clay, New York, in support of the planned $100 billion Micron semiconductor chip manufacturing facility. Coordinated the Final Supplemental Generic Impact Statement for the expansion of the commerce park and played a significant role in the site-selection process and negotiations with Micron on its selection of the White Pine Commerce Park.

  • Counsel to the SEQRA lead agency in support of the NEPA/SEQRA coordinated environmental review of Micron’s proposed $100 billion semiconductor chip manufacturing facility in Clay, New York, including direct coordination of the New York State GO-SEMI office and all New York involved agencies.

  • Represent an American developer and manufacturer of wide-bandgap semiconductors in its relationship with the Empire State Development Corporation, Mohawk Valley EDGE, and the Oneida County Industrial Development Agency. Services included the finalization of multiple leases, $500 million in grant agreements with ESD and EDGE and Excelsior Tax Credits. Assisted with the deal structure to maximize the realization of benefits on both the state and local levels. Negotiated long-term PILOT agreement with OCIDA. Provided services for each disbursement under the grant agreement with ESD and reimbursement agreements with EDGE.

  • Assisted the Saratoga Economic Development Corporation, and subsequently, AMD Fab Technologies Inc., n/k/a GLOBALFOUNDRIES, with negotiating a $665 million grant agreement to bring a multinational semiconductor contract manufacturing and design company to the Luther Forest Technology Campus in Saratoga County, New York. Coordinated the IDA benefits, including hundreds of millions of dollars in sales tax exemptions, a 49-year PILOT, and structuring the transaction to ensure the receipt of billions of dollars in refundable New York State Empire Zone Credits.

  • Assisted Menlo Microsystems, Inc. (Menlo Micro) with bringing the company’s first domestic production facility of semiconductor wafers, the Ideal Fab™, to Tompkins County, New York.

  • Created, oversaw, and directed a dedicated team of attorneys and administrative professionals responsible for implementing a planned reduction in force involving more than 800 employees for a semiconductor facility in Upstate New York. Provided legal analysis and strategy to select employees for redundancy, and prepared all severance agreements, releases, disclosures, and notifications regarding reduction in force in compliance with New York and federal law.

  • Drafted numerous patent applications directed to all aspects of semiconductor technologies, including novel devices such as 3-D transistors, semiconductor manufacturing processes, etc.

  • Drafted and prosecuted numerous patent applications for various semiconductor manufacturing methods and resulting products.
