Hiscock and Barclay Announces Addition of Attorneys to Partnership

Hiscock & Barclay, LLP has announced the promotion of two attorneys to the Partnership of the Firm – Jeffrey W. Davis (Skaneateles resident) and Carlos A. Gavilondo (Cazenovia resident). Both attorneys have extensive experience in their respective areas of practice and have made significant contributions to the Firm.

Jeffrey Davis is Chair of the Firm's Telecommunications Practice Area. He focuses his practice on zoning and permitting, regulatory compliance, project siting and telecomm-specific leases as well as telecommunications contracts for Fortune 500 companies. In addition, Davis handles environmental matters for energy and utility companies. He is a graduate of Vermont Law School and the State University of New York College of Environmental Science and Forestry. He joined the Firm in 2002.

Carlos Gavilondo is a member of the Firm's Regulatory Practice Area and focuses on New York State electric and gas utility operations and regulatory matters. Gavilondo is a graduate of Tulane University and Tulane Law School. Before joining the Firm in 2007, he was General Counsel to Niagara Mohawk and Vice President of Regulatory Services to National Grid's electric company affiliates in New England. During his time at National Grid, Gavilondo worked on matters with the New York State Public Service Commission, the Federal Energy Regulatory Commission, the Massachusetts Department of Telecommunications and Energy, the New Hampshire Public Utilities Commission and Silica Networks, S.A., a National Grid telecommunications joint venture. Previous to his work with National Grid, Gavilondo worked in private practice.
