Top State Prosecutor Joins Hiscock & Barclay

Jerry M. Solomon has joined Hiscock & Barclay's Rochester office as Of Counsel. Solomon was a prosecutor with the New York State Attorney General's Medicaid Fraud Control Unit (MFCU) for 25 years, and before that a Bureau Chief for the Erie County District Attorney's office. He brings to the Firm a wealth of experience with New York State health care programs, and criminal investigations and prosecutions. Solomon will represent clients in white collar criminal and regulatory investigations and prosecutions throughout New York State, and advise clients on corporate compliance with health care regulations, including those related to the Medicare and Medicaid programs.

As Regional Director of MFCU's nine-county Rochester Office, Solomon directed the investigation and prosecution of white-collar fraud involving the Medicaid program and third parties insurers. He also investigated and prosecuted allegations of abuse and neglect in health care facilities, coordinating investigations with the United States Department of Health and Human Services, the New York State Office of the Medicaid Inspector General, the Federal Bureau of Investigation, the United States Department of Justice, and other investigative agencies. Solomon also worked closely with health care providers and their counsel on "self-referrals" to MFCU. Before he became a MFCU Regional Director, Solomon served for 13 years as an Assistant District Attorney and Bureau Chief for the Erie County District Attorney's office, where he prosecuted major crimes.

Solomon is a graduate of the University at Buffalo Law School, the State University of New York (J.D., 1973) and the State University of New York at Buffalo (B.S., 1969). He is a frequent Continuing Legal Education lecturer and panelist on the topics of Medicaid Fraud, patient abuse and neglect, health care investigative techniques and corporate compliance.
