Amanda concentrates her practice on matters involving public finance, financial institutions and lending, and real estate. She routinely structures public finance transactions, including PILOT agreements, bond issuances, and straight-lease transactions for municipalities, school districts, and government agencies such as industrial development agencies and local development corporations throughout New York State.

Amanda handles and negotiates real estate acquisitions, sale transactions, and financing for institutional lenders, development companies, small businesses, and energy-industry companies. She has extensive experience representing parties in the acquisition and financing of commercial and residential real estate transactions. She provides support in connection with real estate matters involving easements and rights of way, adverse possession, and title research.

In addition to her own practice, Amanda serves as a member of the firm's Next Generation Committee.

Representative Experience

  • Served as tax counsel for the NYS Housing Finance Agency's $387,760,000 Affordable Housing Revenue Bonds, 2019 Series P; its $50,360,000 Affordable Housing Revenue Bonds, 2019 Series Q; and its $5,995,000 Affordable Housing Revenue Bonds, Series R (federally taxable). 
  • Served as bond counsel for the Dormitory Authority of the State of New York’s $482,365,000 School Districts Revenue Bond Financing Program Revenue Bonds, Series 2019A-E.
  • Served as tax counsel for the Dormitory Authority of the State of New York’s $26,900,000 Interagency Council Pooled Loan Program Revenue Bonds, Series 2019A.
  • Served as tax counsel for the issuance of the Dormitory Authority of the State of New York’s $14,250,000 Interagency Council Pooled-Loan Program Revenue Bonds, Series 2018A.
  • Served as special counsel to a borrower for a low-income-housing tax-credit transaction to build a senior-living facility in Western New York.
  • Served as bank counsel for Citizens Bank, N.A. in connection with its $50.52 million mortgage to Jewish Home of Rochester in connection with its $7.45 million loan to Jewish Home of Rochester Senior Housing, Inc.
  • Served as underwriter’s counsel to RBC Capital Markets as the underwriter for the issuance of the Albany County Airport Authority’s $22.54 million Airport Revenue Bonds, Series 2018.
  • Serves as IDA general counsel for Onondaga County Industrial Development Agency.
  • Served as purchaser’s counsel for the purchase of student housing projects in Utica, New York.
  • Served as purchaser's counsel to a NY private-equity firm in its purchase of a multi-million solar facility.
  • Served as general outside counsel to a hydroelectric power project owner and developer regarding the $80 million acquisition of several hydroelectric facilities located on Maine's Kennebec River. Handled real property title issues, obtaining necessary approvals of the assignment of US Federal Energy Regulatory Commission (FERC) and state regulatory licenses, and labor union issues as well as the pre-closing investigatory process with regard to potential environmental and regulatory issues and post-closing issues with management companies.
