On September 22, 2026, NYS Governor Kathy Hochul announced the Energy Infrastructure Development Plan (EIDP) as part of her Clean, Highly Affordable, Reliable, Grid Expansion (CHARGE) Agenda.
In addition to the EIDP, the CHARGE Agenda, in general, is focused on the following actions:
- Driving down utility costs with a one-time utility rebate program
- Continuing efforts to ensure new hyperscale data centers do not unduly strain the electric grid or adversely affect other ratepayers
- Expanding clean energy investments with a focus on distributed solar, large-scale renewables, and new nuclear generation
- Modernizing the state’s grid with a multibillion-dollar transmission buildout
- Expanding the clean energy workforce
The CHARGE Agenda builds upon the Sustainable Future Program, first announced in early 2025, by making a nearly $1 billion investment in climate-action related programs providing for decarbonization and energy cost-savings, expansion of affordable renewable energy, and methane reduction and agricultural resiliency.
The governor’s EIDP proposal would reconvene the New York State Energy Planning Board to engage in comprehensive integrated planning to ensure the state has a clear and actionable plan for the infrastructure it needs to reliably meet demand—particularly given the anticipated large-load demand growth, mainly driven by manufacturing facilities and data centers. The EIDP will focus on progressing toward a zero-emission grid while controlling ratepayer costs by leveraging community- and distribution-scale generation, storage, and coordinating development of new utility-scale generation and transmission.
The EIDP process kicks off with an interim EIDP due in 2027 and a comprehensive EIDP due by December 2029. Further EIDPs will be prepared on an ongoing basis as part of the state energy planning process.
